Project Manager – Federal Construction (Guam / California-Based with Partial Guam Deployment)
Location: California-based preferred with required part-time/project-based work in Guam
Travel: Regular travel and extended project assignments in Guam as needed

We are seeking a highly experienced Project Manager with a strong track record of successfully delivering federal construction projects for agencies such as NAVFAC, USACE, NPS, BOR, and VA. This role is ideal for a results-driven leader who thrives in complex government environments and can confidently oversee projects from preconstruction through closeout, including assignments requiring on-site leadership in Guam.
The Project Manager will lead federal construction, renovation, and repair projects up to $20M, ensuring strict adherence to federal regulations, contract specifications, quality standards, and safety requirements. This position requires exceptional leadership, operational oversight, and administrative expertise to manage schedules, budgets, subcontractors, and government stakeholders while supporting mission-critical infrastructure.
Key Responsibilities
Lead the full lifecycle execution of federal construction projects, ensuring compliance with plans, specifications, schedules, and contract obligations.
Serve as the primary liaison with federal agencies including NAVFAC, USACE, NPS, BOR, and VA.
Manage and support field and office teams, including the Superintendent, Quality Control Manager (QCM), Site Safety and Health Officer (SSHO), and Project Coordinators.
Oversee project scheduling, sequencing, and milestone achievement to ensure on-time delivery.
Develop, monitor, and maintain project budgets with strong financial accountability and cost controls.
Coordinate labor, materials, equipment, and subcontractor resources effectively.
Manage procurement processes in compliance with federal acquisition and contract requirements.
Direct subcontractor performance, ensuring safety, quality, and contractual compliance.
Maintain and enforce federal safety standards while fostering a proactive safety-first culture.
Oversee quality control plans, inspections, certifications, and project closeout requirements.
Provide consistent updates to internal leadership, clients, and stakeholders.
Utilize Microsoft 365, Procore, and USACE RMS to manage documentation, reporting, compliance, and communication.
Travel to and work on projects in Guam for designated phases of project execution.
Required Qualifications
Minimum 5+ years of Construction Project Management experience in federal contracting
Direct project delivery experience with agencies such as NAVFAC, USACE, NPS, BOR, or VA
Proven success managing federal projects up to $20M
Strong background in civil construction, renovation, and tenant improvements
Experience leading multidisciplinary teams including Superintendents, QCMs, SSHOs, and Coordinators
Deep knowledge of federal construction regulations, specifications, and government processes
Proficiency with:
Microsoft 365
Procore
USACE Resident Management System (RMS)
Excellent organizational, leadership, and communication skills
Ability to manage multiple priorities across remote and field environments
Valid California Driver’s License and ability to operate a company vehicle
Ability and willingness to travel and work in Guam as project demands require
