job summary:
A Contract Conformance Specialist is needed for a company that transports, distributes and generates energy, with diversified assets that include a balance between crude oil and natural gas in Middletown, PA or Houston, TX areas. This role requires a degree in a technical or business discipline and at least 4 years of experience to manage contract conformance, documentation flow, and change order processes for capital projects valued up to $400MM while ensuring strict compliance with legal and procurement standards.

responsibilities:
- Demonstrate understanding of and compliance with project execution contracting strategy.
- Facilitate preparation of contract exhibits including scope, specifications, pricing, and special instructions.
- Assist in writing technical contract language for assigned projects.
- Support project management in contractor negotiations during bidding and formation phases.
- Coordinate the development of project-specific communication plans.
- Participate in and assist with contract conformance training for team and third-party personnel.
- Review contractor documents for compliance and provide notification of non-compliance or deviations.
- Maintain contractor correspondence and documentation logs.
- Prepare and transmit company-generated correspondence with internal concurrence.
- Manage the change order process including logs, directives, and approvals.
- Prepare meeting agendas and distribute notes for all contract-related meetings.
- Establish and implement project contract document control and retention systems.
- Review contractor invoices for compliance and monitor through the payment process.
- Coordinate with supply chain management and legal leads to resolve contractual issues.
- Request and track work releases and Oracle purchase orders throughout the project duration.
- Coordinate contract close-out with project teams to ensure strict compliance.
- Close out project contract files and submit for retention per company procedures.
- Provide assistance during internal and external compliance audits.
- Provide weekly status updates to the Team Lead SCM Major Projects Sourcing.
Basic and Minimum Qualifications:
- Possess a bachelor degree in engineering, construction, legal, technical, or business discipline.
- Require a minimum of 4 years of experience in contract administration or conformance for construction projects.
- Alternatively possess an associates degree with 7 to 10 years of relevant construction contract experience.
- Maintain experience preferably within the gas pipeline industry.
- Demonstrate specific knowledge of contracting processes related to energy industry construction projects.
- Maintain a fundamental understanding of the intent and purpose of all standard contract documents.
